Sword with glowing, twirling lights around the top?

Hi I just saw somone in Laila's Market with a giant sword held in front of them that had a lightning-like effect of white light down the blade with twirling lights around the hilt. Does anybody know what this is? They were anonymous so I couldn't inspect them. I've never seen anything like it. Thanks!
