Launcher Can't Finish Downloading

Well, funny, now that the latest updates take up so much space on everyone's hard drive, that some of us that have newer low end machines can't even install the game! I now have a Cyberpower machine and it only has 8gb RAM. I tried finding a larger Ram but the pre xmas sales sold out everything that could work on it. All Brands too!

That is because DirectX 9.0c is twenty years old; and Microsoft had rearranged their websites and repositories several times. The launcher is probably pointing to a location that no longer exists. Maybe Microsoft shuffled it around again just recently.

My own solution is to dig up an ancient magazine cover CD and install DirectX 9.0c from there. Saves me a lot of hassle.



Probably Direct X 10+. DirectX 9 is not included in DirectX 10/11/12. I never understood why Microsoft decided to do that; there are a lot more games that are still popular and rely on the presence of older DirectX versions.



You are mixing up working space (RAM aka the bars that are set up in a row of slots near the CPU) with storage space (D: aka a hard disk somewhere else in the case).

On my hard disk, the game itself takes up nearly 50 gigabytes (with high resolution textures). Take this into account when you plan to place the game on whatever disk. Also, you don't always have to use an installer. Lotro can be transferred with a USB stick anywhere as long as the DirectX and C++ runtime files are available as the game relies on them. When I last did that, the repair function could still find the latter (I had DirectX 9.0c installed manually), but that was five years ago.

Well, it doesn't matter really. It was working that way before the last update! It did work in that arrangement. MS says I'm too hard on my machine and I'm like, what??! Now you think you know my machine but nobody but me knows all the things I've done to it. LOL. A LOT that's what. I have all necessary files!! I've said this and nobody actually reads what I wrote, that isn't my end, is others. I have C++, DX9,10 and 12 installed. See?? I cannot do Hurin's methods. I have no access to router at all. I'm renting it from my family and only they have a password to restart or do anything to it. The game won't download. It takes some much space just to have in on my system that it is stuck in downloading patches. It can't do it. Hurin does not have all the answers for all particular machines. NOT. Mine is unique and is just a mess after some years. I have Cyberpower. It is a good brand, but I simply need a newer rig for gaming since this one is maxed out. Replacing the RAM could work if I could get it. This rig has no CD player or any way to use physical methods to load any programs.

I'm losing my game house and everything in it and may never be able to play this game again due to not having 2gb RAM to spare. I looked for extra RAM online and all compatible brands sold out before Xmas! The only ones left were inflated prices that were impossible for me to afford currently. Things that worked in 2023 are now useless to some degree.

RAM is an issue for me with the new update taking up too much space to even get downloaded. I admit 8gb RAM isn't enough for anything but casual browser games and maybe one downloadable game. I had LOTRO and Diablo. Both are now deleted due to lack of RAM space. Something is eating up my RAM space, and it isn't only the games. I clear cache daily now instead of ignoring it. I think Microsoft made some changes too so that you can't do anything without problem of rerouting through them. They think I'm too hard on my machine. Um, if I could buy more RAM I would but all Brands compatible with my machine were sold out before the holidays on literally every site except Newegg. That and a few others asking prices are quadruple of all those that sold out. MEH. I no longer have 2gb RAM to spare this game. I only have Star Trek and if I delete that I lose years of play on it as well.

As a side note, I grew up in the pre computer age of the 80s. I mean pre 80s, no pc existed back then. If they did you had to know how to program it every time you used it. I was too poor to own one much less use. After a couple decades working (more but I don't like to say how long) I was able to obtain a Gateway. I am not a tech person and only know basic things to care for my PC. Now I have a Cyberpower game rig. It is a low-end rig. It cannot handle 2gb for any game downloads, not even if I separate game exe from downloaded material on a secondary D drive. I guess that means I need to delete the exe on the C drive, I don't know, I read it somewhere on here. Don't ask where, as I don't recall. I'm just a forgetful old lady!
Applications running in the background
& automatic updates can hog the RAM. You can turn off applications that don't need to be on all the time & disable automatic updates inspection & download. Instead inspect & download the updates on a schedule at the hours that you don't use the PC. Can even set the applications that aren't needed for the PC function, to don't open automatically when turn on the PC.

Something is eating up my RAM space, and it isn't only the games.
Did you have a look at your Autorun section of Windows? You can access it from the Task Manager. In it, you can deactivate programs which you don't need (eg I don't even have a XBox, so why should I have it constantly running in the background and eating up RAM capacity)

Looking at the processes themselves and checking the amount of memory they reserve might be helpful, too. Even though 8 GB of RAM aren't top notch, Lotro should be okay with that. Provided you don't have weird stuff running in the background. The antivirus that came with Windows Security should be running all time, though.

I'm stuck completely and nothing can be done about it. The launcher is not working as it should and I cannot use the router work around at all since I use someone else's router. I have no access to it.

I don't think your suggestion can fix the launcher downloading files issues. It is not even related to that. Please explain why you think this would affect the launcher problems?

Lookie, I have no tech savviness at all. I don't' even know what half the people here are talking about. Autorun? No clue. Task manager is not my friend, I never or rarely know what I'm looking at or for. It confuses me since win11 was installed. I don't want to constantly look for things to turn off each time I play a game or install one. I am Admin of my machine but Microsoft has taken over a lot of that and I have no way to get back to a local account access only. Can't even find it anymore. Lots of grayed out modifiers that I cannot access in my system.

skiprawdownload was one thing I found from the AI suggestions on the www. Unfortunately, this is not possible to add to any folders if said folders have to be manually created. Can't even do it. I mean, I made the folder for LOTRO but can't add anything to it from the exe file as it never gives a choice of where to download anything.

The launcher really has become totally unfriendly. I can't fix it at all. It doesn't even have an option to download directx9 any way but manually is being blocked somehow. I can' sort it out really can't.

I did, however solve the RAM space issues. So there is now at least half the 8gb ram open for downloads now.

I have shut off all I can and cleaned the disc daily and did reclaim a lot of space. It only helps if the launcher needed that space in first place which I found is not my case. I can't seem to fix the launcher so I'm at the I give up stage now. MEH

Support is useless at this point as I got 2 responses which were just basic instructions which I've already done. I showed them the dxdiag file for my machine and have not heard back from them since then. Meh!
