When completing all tasks you are then advised to "Meet Mizadi back at the Tower of Kur Anzar" but Mizadi is not active and cannot be interacted with or use the portal at either end of the instance to exit.
Yes this happened to me and another person trying to complete it beside me as well, I bug reported it at the time. I tried twice, they were on their third attempt I think.
