Would it be possible to mix the toolkit and essence system to "craft" the toolkit you want?
I did not say [essences for tools is] not possible. I said not in the tech. As in, not in our current tech.
Each of the updates you mentioned required the essence slotting system to be added and set-up on the specific items. The code needs to be updated to allow for those new paths.
Then we will need to make the different essence objects with new file structures and restrictions on what they can be affixed to, then the data to support the items and so on.
It is not impossible, just time and resource-consuming and not one of the highest priorities at this time.

They look so easy to implement for you but add so much quality of life for players. After modern mmos current small preview window from 2000 looks sad. Classes tend to have one LI weapon and one LI item. Just equip a dagger in your off-hand to benefit from the 5% bonus. I'm not passing a reason on why you can't see a main-hand LI dagger, but hope this workaround helps.Also i have a question why there is no legendary dagger for mariner class? You can use regular dagger in main hand. River hobbits wiil benefit from their +5% dagger damage racial trait which looks nice.
