I was wondering if there is some sort of level boost or level skip item in LOTRO? I guess the correct term would be instant level up item as opposed to a boost to experience gained.

Yes, they are available in the in-game LOTRO Store. You can boost to a number of different levels, from 50 to 130. You can see the entries for these purchasable boosts here on the wiki:

That said, if this is your first time playing LOTRO, the general consensus among players is to not use a boost. This game is far more about the journey than the end-game experience. If you have friends already at a higher level that you wish to play with, then by all means proceed. Otherwise, take your time and enjoy yourself in this faithful reflection of and expansion to Tolkien’s Middle-earth.
