I don't think it's actually an NPC, but there's a character named Amelina (or very similar) mentioned in one of the storylines in the Vales of Anduin, which caught my attention, as it's very close to my Hobbit Cook Alt named Ammelina.

What is your favorite NPC name in LotRO?

Thorin's Hall homestead's skirmish bard - Oddthor. I wonder if he has a brother called Strangeloki, but that feels kinda redundant.
Native Crickhollower, also on Anor and Treebeard
    Weirwillow, et alts

What is your favorite NPC character name in LOTRO?

I've always liked "Bungo CHUBB", auctioneer in Michel Delving. (He stands next to "Clover Diggins".)

Hard to say, I have met so many of them during the years. Perhaps Sogadan in the Hall of Fire. He always has a glass of red ready, whenever my main go there to RP on Wednesdays (see this post).

    Pink Tunnelly.

I was talking to her the other day and "Pink" is evidently a nickname: it just sounds better than "Dianthus".

    Hobbits have the funniest names
The one that always cracks me up is Mr. Largo Proudfoot - Largo means Long in Spanish so I chuckle thinking that's why he's proud of his feet xD

Hard to say, there are so many good ones... I must say that seeing Nob running around outside the Prancing Pony when I first started was one of the highlights for me, so I'll go with that. I like the names of a lot of the hobbits though
Arkenstone player. Tinethrum (Man Captain), Sokilvar (Dwarf Champion), and Scuthlo (Hobbit Burglar).

At the moment is the Lore Master with the tundra bear cub that sits beside her, at Surikila, Forochel: https://lotro-wiki.com/index.php/Sana . My 2 years old niece (that already is in love with LOTRO), said those NPCs are Masha & the Bear.
