    Update 12.3 preliminary Release Notes – BULLROARER ONLY

    The following release notes are for the Bullroarer public test server only and may not reflect the final list of changes or updates included at release.
    These notes are not final and should be viewed as a work in progress and subject to change.



    Of Special Note
    As we continue to balance and adjust the difficulty of the game, players should be aware that Monsters are more likely to use their stronger attacks as of this update.

    By player Request
    The sparring timer has been adjusted. Spars will now last a maximum of 10 minutes instead of 3.


    Release Notes


    General


    • Some players using older hardware were not seeing characters render correctly. This has been addressed.


    Classes


    Captain


    • The different versions of the Tactics buffs now stack with one another.
    • Vital Stroke now actually reduces the cooldown of Grave Wound as advertised.
    • Shield of the Dunedain no longer stacks with other sources of Defence or Incoming Damage reduction.

    Hunter

    • Tripwire no longer has an identity crisis when you have the Master Trapper set bonus.
    • Press Onward is properly spelled in the Combat Log.
    • Barbed Arrow can no longer be used while moving unless you are a Huntsman.
    • Your bow will now correctly sheathe and unsheathe when using your skills.
    • Fixed an issue with Human Male Hunters sinking into the ground while moving and using Barrage, Blood Arrow, Exanguinate, and Penetrating Shot.


    Lore-master

    • "Firm Grasp" will now enhance the Daze from Blinding Flash.


    Minstrel

    • Call to Ioreth will no longer infinitely stack on players
    • Call of Eärendil is now categorized in the appropriate skill types
    • Trait "Enduring Morale" should no longer be suppressed when mounting a War-steed
    • Players who are not specialized in "The Protector of Song" will no longer override each other's Anthems.
    • The "Free Call to the Steed" buff should no longer make your War-steed slower. Nor should it be able to stack infinitely.


    Warden

    • Several of the Warden's physical bleeds dealt true damage, bypassing all mitigations. These bleeds have been converted to inherit your weapon's damage type and scale in potency with your weapon's strength, and will now be reduced by monster mitigation. Damage has in general been tuned upwards to partially compensate.
    • Shield Tactics will now protect against Stun, Daze, and Knockout Combat States.


    Mounted Combat

    • Fixed an issue with weapons not being sheathed when combat ends.
    • Fixed issues causing player weapons to not always display in combat while riding a Warsteed.


    The Ettenmoors

    • The Coldfells Provision now sells Westemneet potions and salves.
    • Monster Player consumables now clear level 95+ effects.


    Epic Battles

    • Fixed typos on some of the text related to the multi-user interface on catapults.


    Items

    • The Call of Orome and Earendil Damage Legacy scroll properly mentions Call of Earendil now.
    • The Frying Pan will no longer vanish from your hand when entering into combat mode.


    Quests

    • The Minstrel class quest "Song of the Hopeful Heart" has been fixed, and can now be completed. (For really real!)

    yes, those are old 12.2 notes that got dumped back into 12.3. There are no Guardian notes for 12.3. I've removed the erroneous ones.

    Hmmm, I see zip for RKs. RKs have been commenting for several months and through two updates on how badly nerfed RK healing was in HD, the nearly useless BB set bonuses for DPS jewelry, the clumsy feel of gound-targeted skills and the lack of a scaled heal on Sustenance. If the final release notes look anything like this, I don't expect that there are going to be very many happy RKs out there. I hope some fixes are in the works.

    RKs heals are nerfed? Really? Cant even think how much heals they would be able to throw if they werent nerfed...

    What.... I had a rk heal me through a Turtle raid the other day(Duoed, lvl 95 cappy/rk). HE was healing me for 20-30k.

    Pretty disappointed there aren't atleast a few creep changes the defiler heals haven't been scaled or so I have been told that or our defilers suck on this server. Also war leaders and spider's didn't get a new damage type the fact that other damage is only mitigated by 30% and since pretty much every time you cap a toon and get it geared it already has full tact. mits seeing as how I have a r10 warleader I see this to be unfair. Warleaders have no dps (which I understand that is how its suppose to be intended to be) but it might be better if we had another basic scream that made our heals instantly go off rather then needing a crit scream I can't heal through a melee train and can't stop to heal myself especially when I am in a tribe group with me being the only healer it just doesn't work like that, or at least another heal that requires no induction and you don't have to be in brawler stance or change the skills we have to fit that. I just think it would be so much better. Warleaders need reworking. Please help us!

    Slated for Update 13 iirc. Like the champ changes i eagerly await.

    Very impressive... I can solo that instance on my RK. It's a non-scaled lvl 58 instance. Try taking a look at the RK forums, and see how thrilled they are about RK healing.

    P.S. Next time, have him post his CA parse for heals, and let's see how many 20 to 30k heals he gets.

    Very poor example for a reply imo (strawman). Turtle is what level 60? Ground targeting skills would be easy in a wide open room with no placement obstacles. This example shows no threat to the rk meaning mobility and induction setbacks aren't a factor either and this only considers single target healing.

    I have the impression that most changes are coming u13.0 but it would be nice at least see minor rk fixes/adjustments now in the 12.x updates like sb heal scaling.

    Bleeds continue on as they have since HD. No damage type has been applied to them.

    Dunno what you RKs are bitching about, we were chasing 1 RK from TR back door to GV and managed to kill him only near 1shotters, he was outhealing 2 r12 BAs and r10 reaver. RK heals are ok.

    I just found out about that Barbed Arrow bug yesterday...

    Also, no stealth track, i is disapppoint.
    Jinjaah couln't fit in that for U12.2, was hoping it would be fixed here.

    I don't mind mobs hitting harder, as long as we don't get back to the old days of chain-stuns in Dunland and chain-disarms by uruks...

    Still no level 95 scaled Moors items for ranks 8 and 10 and 13 respectively. this far into an expansion is a joke. new moors dev please

    I agree with that, rks healers are nerfed after HD, we have lost many skills that were important to our survival, we can not keep any rotation to heal, we are now a master of bubbles, broken and weak.

    These have NEVER been scaled in the initial release of an expansion, and are always provided later in the expansion.

    The problem isn't the HPS, the problem is that RKs went from a predictive healer with lots of skills that reduced damage to a spam-writ-of-health healer. On top of that, the skill that is supposed to make it easier to keep writs of health up on the group and allow us to do anything else than pressing Writ of Health is broken to the point where I'm actually considering to take it off my bars and never using it again till it's fixed. And it has been broken since HD launch.

    Devs thought they could take away Their Weapons Shall Not Harm Us, Do Not Fall To X, Wondrous Foreshadowing, That Which Does Not Kill Us, Rune-sign of X and Fall to our Wrath and roll it into a new ridiculously overpowered version of Essay of Exaltation without changing the feel of a healer RK. They were wrong. We used to be a very separate class compared to the Minstrel. Now we're just minstrels with HoTs and less HPS and superior but very boring bubbles.

    1. How about changing AT LAST the weaver' s damage type so that we won t see ''resist'' and ''miss'' anymore on 70% of our skills and stop this insane mitigation ?? How longer will this take to be fixed?
    2. No hotfix on the LMs skills which still get bugged on the creeps?

    I lol'ed when I read this. I feel your pain. I hopped on my weaver for bit this weekend and yes... About 90% of my skills were resisted lol. /frustrating
