While standing at the house you want to abandon, you can go into your housing tab, and there is a button that says abandon.
I think also if you purchase another house, it will buy it and automatically abandon the previous one. But I am not 100% sure.
Would you get a refund though on the house you are abandoning? Say you eventually want to leave your normal house and get a deluxe one, would you get the amount you paid for your normal house back or applied to your new house?

Have the housing prices changed since the start of this thread, which I believe was three years ago? I read through about half the entire thread and didn't see a mention of it.

You can buy one house per server per account. The character who buys the house is the "owner" but all of your characters have equal access to it. The only thing special about the "owner" character is that if that character is deleted, the house will be lost as well. In addition, you can give characters belonging to other accounts access to your house if you wish.

You can own both a personal has and a kin house on the same account/server. A character can own both a personal house and a kin house (if the leader of a kin). I don't know if F2P players have special restrictions. I don't think they do but you do have to remove the money cap if you wish to buy a deluxe or kin house.

All of your alts will automatically get the "return to house" skill. You can have one personal house per server.
Note this FAQ is obsolete. Housing has changed quite a bit since the last time it was updated.
I have gone ahead and bought a house now, so answers to the question I asked are no longer necessary.

Did a search for "upkeep" on this thread and nothing came up, so I will ask the question. How often do you have to pay upkeep? Is it taken out automatically from your wallet or is there someone you have to pay at a specific time/location?
Work benches forges and such should be available to kinship housing at least. This would promote more kinship meetings. As it is housing is pretty much useless other than for a teleport. Why can't we change the fireplace in our house? And why can't you cook in a fireplace like a campfire? The list of things a house could be used for go on and on. Let people put gardens in the from and grow food. Each chest should have separate permissions too.

Perhaps the two paintings were bound to other characters, in which case they would have gone into the Escrow of those characters. That's the only reason I can think of for them not making their way into Escrow.
From memory you purchase the chests on the Maintenance tab of your housing panel.

As a result, the operation has been changed and it no longer loses his house ... that is absent 1 month, 1 year ... or forever! The result is what? Neighborhoods that are increasing and which are indeed filled with abandoned houses ...
I gave at the time of the tracks that should be fairly simple to implement and that would both satisfy the players who are absent for a long time and gave life to area of residence:
1 - The player has not paid maintenance for xx weeks (period to be determined, 1 month, 3 months ,...). His house is empty, its stock of decorations and contents of the boxes delivered to the escrow agent (as now)
2 - NEW, the player would receive a "voucher" (such as horses for example) and could, upon his return to the game, buy a house in the same level as the old one. As against it would not have insurance to find the same nor be in the same neighborhood.
3 - The benefit for the absent player is that it would lose nothing if not the location of his house. And his first home would not remain abandoned for a long time, which would put the life in neighborhoods.
4 - The voucher can also be used if a player wishes to move. Currently, we lose everything! With the voucher could sell his house (possibly a loss) and buy another.
5 - To make more lively residential neighborhoods could have been established to make available, furnace, forge and baseline study, allowing a minimum some resources to work without having to go to a craft room.
Finally gave other ideas on the animation marketplace common to all parts, etc..
So just to be completely sure escrow is only used if you abandon the house? If you fall behind in upkeep the house is now simply locked?
I am positive this is so.
I have had my house locked a couple of times and only had to pay to unlock it. everything was still there. Furniture, items in storage chest.
But I remember the cost was very high. I had it locked down a looooong time (months) and had to pay a lot of money (sorry don't remember how much).
Do you get a warning if you forget to pay upkeep before your house vanishes?
The owner (character which bought the house) will get an email when the house is about to be locked.

That is false. If you have a house in the same neighborhood as your Kin's house, the Kin discount will supercede your personal house discount. It's for this reason that if you have a large personal house, you may not want to have it in the same neighborhood as your Kin house.

You only get back unspent maintenance fees, those that were paid in advance and unused. If you paid the full amount of 6 weeks upkeep, you would get back 5 weeks worth since you would technically already be in the 1st week of upkeep fee.
What if I found a house in another Neighborhood, lets say I have a house in Bree Estates, but I found one in Celondim. Is there a way to sell my existing house and buy the new one? Or do I just abandon and wait? Is there a right way and a wrong way to abandon. If you see what I'm getting at, I simply want to know the best way to change my housing if I wanted to.

Yes, if you buy a house all of your characters on that server will automatically have full access to it, if they're on the same account. You can also manually add characters on another account by going to your Character panel > Housing > Permissions.

The above is wrong. Tried this and it won't allow abandonment at will. You have to wait till the housing pay date expires! Once it expires then you may "abandon" it and then buy another house after that is done. People really should not answer questions they don't have an actual answer for, btw. It confuses folks mightily. Aye.

The post you are quoting is 2yrs old, at that time he was correct, things have changed. Telling people they're wrong and saying they shouldn't give advice is a bad idea if you don't look at the date

Been to the Bree and Shire and there are no house for sale in either one. There are Kinship house in every area but no houses and no way to get one. So how do new players get a house if there are no house to be gotten?

If you wish to purchase a house in the Shire or Bree you will have to do one of two things:
1. create a vanity kinship (using a 2nd account), wait the length of time required to gain the kin level to buy a kinhouse, purchase a kinhouse in a neighbourhood with only 1 kinhouse left, wait for a new neighbourhood to be created by the system, then buy your personal house in that newly created neighbourhood; or
2. wait for someone else to do what I outlined in 1., then purchase your personal house in the newly created neighbourhood.
I personally am taking option 1. I just need to raise a bit more gold so I can instantly purchase a personal house, allowing me to get the exact house I want.
The only thing not clear to me is how long it takes for the system to generate a new neighbourhood, or if there is a hard cap on the number of neighbourhoods and if we have met it on my server. If the new neighbourhood is created instantly, great. If there is a delay, what is it? Does it happen on maintenance days? Does it take an hour? I have no idea and have found no information on this at all. I don't think CS would tell me either, so I will have the gold on hand to do an insta-purchase so I don't lose out on the house I want.
