    Hmm, I want to say Tree, because much of this could fit parts of a tree, but I'm not sure about the no aging thing.

    A tree's roots are at the bottom, with much soil and rock beneath them
    A tree's branches reach, but certainly don't grasp
    No idea how a tree doesn't grow weaker, though, with age
    Pine trees have needles
    Trees tower above other vegetation.

    I think you're on the right track, Rhino-Man. Trees get wider and taller as they age - stronger.

    I believe I have the answer: The Tower on Oromet, Tar-Minastir's tower.

    It is at the very bottom of the sea, but it's still got much beneath it.
    It reaches (symbolically?) to the west, but Tar-Minastir was never able to see Tol Eressea.
    It ages, but since it is inorganic, it gets no weaker (debatable, since it's under water?)
    The needle it would have seen would have been the Tower of Avallone.
    And, the answer is right there: "I am a tower". No one mans it because no one is left alive to do so.

    Sorry for the delay; coming up with a good riddle is hard! I don't know how good this one is, and it is almost completely free verse, but writing it in iambic pentameter was taking a lot longer than I liked, so here we go:

    Out of the West I came,
    Yet westward is my gaze,
    Images of that land,
    Forever fill my heart.

    The least of my Sisters,
    Sent unto the King's house,
    I served him faithfully,
    Until the shadow fell.

    A great lord I now serve,
    But not the destined one,
    We both await a day,
    The day the King returns.

    Edit: Concerning the riddle at the top of the page; could it be the Endless Stair/Durin's Tower?

    Take your time! This was a good one. Had to stare at it for a while but... Is it a Palantir? Specifically the one in Minas Tirith that Denethor uses? ...its either that or the Tower Hills one...
