Right, so after U9, my deed for Nud-Melek quests "reset" itself to 4/18 despite having completed it on level way back in the day. The problem is I now cannot find any quests in the zone to complete this current version of the deed. I see a number of mobs with grey rings over their heads but killing them doesn't trigger any quest pop-ups. I rode up to Balin's Camp and found a single quest there. Anyone got any idea how the heck I find the necessary number of remaining quests to complete this a second time? (had no problem re-doing the Zelem-melek ones). Is there a chain I have to start somewhere else to get these? Or is there a NPC I've just not found yet?
Oxi at Jazargund is where the new stuff starts. He will send you to 21st hall to talk to the dwarves across from the reflecting pool. That quest chain should send you to all the new quests. I've found that there is a break in the quests when you get to the Flaming Deeps (made a separate thread about this). I don't know if its intended but to pick up after that break you need to find Feggi in Anghumu-ru. Follow those quests and you will end up at Crossroads of Ash next to a goat that goes to Nud-Melek. I didn't find a quest that sends you to Nud-Melek but you should end up next to a quest giver if you take the goat. Hope that helps.
I am standing by Oxi as I write this, and he has no quests. The people across from the reflecting pool in 21st Hall have no quests. I found Domarr in the Great Hall, and he has a goat to the 21st Hall, but no quests. All the old quest givers have disappeared or relocated (like Domarr)
It is crazy that you are apparently excluded from the Nud Melek and and Zelem Melek quests unless you can divine what triggers the quest givers. There are no hints, and nothing leading you in the right direction - and I too am at a total loss.
I would guess that NPCDelta triggered Oxi to give quests somehow or other without even knowing it - because Oxi is ignoring me.

Zelem Melek quest line started for me in 21st hall. South-west from the stables. Two dwarves by a summoning horn. If you hit the class trainers, that's too far south. West of the reflecting pool.
Nud Melek started at the west end of the 2nd hall. When coming from Zelem-melek (I suggest the slow goat from 21st to 1st hall), on the large staircase down, there's a single dwarf. He started the chains there, and eventually worked his way to the 1st hall.

This is correct. The dwarf who starts the Nud Melek quests is several stages down the big staircase leading down into the Second Hall. He sends you back up to the Goblin camp near the top, then on down through the Second Hall and all the way around to the First Hall.
I just did all this on my L 85 mini because it annoyed me to have open deeds on my previously cleared out Moria pages!
The Nud Melek sequence is very well laid out now. Formerly, you had either to ask how to get around to First Hall, or try to follow the maps. Now the quest chain guides you around the big loop and right out to the first camp in Nanduhirion. The dwarf also travels with you, so you don't have to keep running back to 21st to report and get new quests.
