It is only the Deeds, Quests, Extra stuff that you are paying for
Epic 2 is in Moria
In order to access Moria you have to do a series of pre-quests which you pick up at the Dwarf
Who is stood outside the entrance to the Walls of Moria Instance area at Echad Dunnan in Eregion
Until you have done these quests you cannot gain access to Moria
And once you have done the quests in that instance. If you dont do all of them, you will not be able to go back and finish. But you have to complete the last instance part "The Watcher in the Water" to gain access to Moria
Why does LOTRO give f2p players this epic line of quests for us only to find out we cant enter the area?
By Turbine decree the Volume 2 Epilogue is not part of the Epic line. Therefore, it is not soloable. Plus some of the quest are not accessible by Free accounts. You have to buy the content.
Note: Volume 2 was created before the concept of Free To Play. All Epic content required a subscription and or purchase of expansion content. Turbine decided not to open the Volume 2 Epilogue to Free customers. Turbine decided not to change the content by removing the Epic Line documentation from the deeds and quests.
Instead we got a forum statement from a Blue saying that this content is not part of the Epic.

LOTRO please add more f2p quests for lvls 60 on up, we are struggling to find any, even the epics are not enough xp to help us!
The epic quests aren't there to provide you with XP to level up on. They're there to provide a story. They do add some XP, which should help, but to advance you should be playing the rest of the game as well. That's contained in quest packs and expansions.
