Since we know guards will have the ability to use a shield while in OP, I thought I'd ask:
What do you think would be more viable in PvP/PvE, a two-hander or a shield?
I ask because I remember legacies that increased the the damage of shield skills (though I personally never used them because in a tanking situation I don't go for DPS and in a DPS situation I don't have a shield). Up to something amazing like 2000% for reactive block damage.
Will these legacies become more tempting in PvP when guards stack might, since that means our block rating will go through the roof?
I'm suspecting that shield OP could be quite potent in solo PvP and 1v1s. I'm imagining that shield bash hits like a nuclear bomb and the added defenses of a shield would be very nice. I don't think it would do as much overall DPS as two hand, though.
I think that in a group situation, two-hand will be more efficient and fun. First being that it does put out more DPS (according to some parses from BR) and the fact that you can't initiate a block response unless you have agro, which you don't want as DPS.
Ultimately, what shield OP needs to be truly viable outside of solo play is a reliable way to initiate a block response. If you're running around in the moors with 15k+ morale and a shield, obviously you're going to be ignored and I covered above the PvE situation. Would be cool if it was added in someway through a trait or as a bonus on the Resolution PvP set.

as it stands at this moment both won't matter that much... creeps will target the guard first because atm they are the easy kills. Easier then minnie's or other light classes. Our dps is still bad, nowhere near a champ and no survivability whatsoever.
however, i would run S&B just for the SW option and give the minnie's a bit of extra morale. 2H i'd keep for pve.
I'm definitely going to try out Sword 'n' Board for PvP.
In fact, I've been trying out a Might build with SnB already in the Moors. It's working pretty well surprisingly (I have about 10k morale, but Shield-smash can hit npcs for up to 4000, and creeps up to 3500 or so (against a WL more like 1900), my block rating is also just over 25% When in Block stance, so it works pretty well for survivability with some dps left over.
The only real problem is the inability to reliably slow targets, which Overpower in RoR would fix. So, yeah, unless something comes up to change things, I will definitely be using a Sheild in the Moors come the expansion.
P.S.
Additionally, a 2-hand in PvE situations will probably be the norm.

made some nice LI's on BR, all shield dmg and shield bash legacies etc, when smash crits, its a 5k+ hit on training dummies in galtrev . The added survivability due to the shield is really nice (added phys mit from shield, all that nice block with much higher block rating due to the might build).
So, i found that just spaming shield skills actually gives high dps, each crit bashing for about 5k, stuns included as a nice bonus too!
found out it really pays to use shield spikes that alter the dmg type from common to westernese or whatever. Makes the shield skills just wreck whatever you hit.
had a devastate of 6k(with full buffs , + OP pledge on)
thats just immense for a guardian. if you are lucky and get a couple of crits in a row , you can destroy a low morale creep.
