    Whats the skill?

    Has the hunter got the skill were they can run around the target, etc..?
    I know a BlackArrow has this, meaning he doesn't have to stand still, does the hunter have this?
    If so, what's it called?

    I believe you are looking for the skill called Fleetness. There is a write up of all the Hunter skills on this page:

    I think what Engout is saying is that using the Target Lock camera setting (toggled on/off with the X key) is helpful when using this skill.
