Remember those nifty little maps that show up when you zoom in?

It'll let you zoom out and show the paper maps but not the satellite images anymore

Turbine stopped updated the online maps about 18 months ago. Anything after the launch of Endewaith is not in the database. You will have to use other sources like:
http://dynmap.ruslotro.com/
for map information.

IIRC - Turbine is working on a new interactive map. No idea when the new map will release. Maybe we will get it as part of the launch of Riders of Rohan.

IMHO - I think it is part of the same problem. The Moria region was recently redone. The map is all messed up because there is a data contlict between the old web site maps and the game data.

The maps are working fine for me... on my.lotro.com and lorebook.lotro.com, and even the link you specified above.
