I was just by the outfitter in Celondim. I wanted to by a "plain hooded cloak". First of course I want to try it on, so I pressed that button. I then got a new screen called "Dressing room" where I could select different colours and such. Now because I want the cloak to be black I selected that the back should be black, see picture. I then bought the item. However when I bought it, it was as you can see on the screenshot still white.
Question, how can I buy a black plain hooded cloak?
The color selections in the dressing room show you the garment with different dyes applied.
To get the cloak you want in black, buy the cloak and apply a black dye to it.
Dyes are crafted by scholars. You can become a scholar yourself, or look on the Auction House to see what dyes are available for sale. You've happened to pick one of the most expensive colors - black is rare because it is a crit result of the Rust dye recipe, or if you join the scholar's guild you can purchase a recipe that will make 5 black dyes directly. At any rate, it usually sells for higher prices than, say, Navy or Gold.
If you can't make it, and there's none on the AH or you can't afford the price there, try the /trade channel to see if someone may be willing to make you one. If you'd tell us your server, that might help someone here on the same server help you.

I just tried to dye the cloak but I think it failed. I have a navy dye which I got from a quest (I just this just to try if it works). I pressed right click on the dye and then left on the cloak. It then asked "Are you sure you want to alter the colour of the plain hooded cloak?" I then pressed yes. The small bar appeared telling me my character was changing the colour. However when finished the colour didn't change a bit. It is still plain white.

There are two ways to apply a dye.
1. on the equipment tab of Character Screen or the equipment bag.
2. on the Wardrobe Page of Vault screen.
#1 replaces the undyed item with the dyed version. so Brown Cape is now black.
#2 gives you 2 cosmetic versions 'Default' and 'Black' you can select which with the dropdown field at the bottom of the Wardrobe.
If you use another color dye on #1 you lose the current color and become the new color. So 'Black' is now 'Gold'
On #2 you get the additional color in the drop down. so the cloak now has 'Default', Black' & 'Gold' as a choice to cosmetically apply.
Dyes used on #1 show on the equipment tab and the default view when you are inspected.
I prefer #2 you a have a choice of colors. Like the Mathom Soc tunic in default(white), Ranger Green & Sienna. one slot 3 very different looks. Some items do not change a lot when dyed the overall items is the same but the trim or highlites change.. so testing in the changing room is a very good idea.
