Can Creeps wait to be out of combat to track?

When I am on my hunter in the moors fighting a warg and they HIPS, I have to wait to get out of combat (which can take 7-8 seconds) to track.

When I am on my burg and I HIPS, I am tracked immediately.

Can you please require the Creeps to be out of combat before they are able to track?
Or if the warg does a HIPS can the Freep come out of combat immediately?

Only track on either side that can be used in combat is the store tracker.

Tracks on creepside all require the user to be out of combat. If you're tracked instantly after HIPSing, it means that there is a creep out of combat (probably a stealthed warg) just waiting for you to HIPS so they can track you.

In fact, coordinated groups going after a burg will sometime try to keep a member out of combat for the express purpose tracking when he HiPS. Or if I'm on my warg seeing other creeps fighting a burg I'll wait for him to HiPS and track him, hoping for a kb.

store trackers are out of combat use only. If they were in combat use, that would be way too op

lol, as if they aren't even if they are out of combat only?

    store:

That's because someone was waiting for you to HiPS, because you're a Burg and they know you're going to do it. They may even be keeping two people out of combat so they can throw a second track when you Ready and Able and do it again.

    This is already the case.

Only if we come out of combat immediately if a Burg HiPS's on us. This would be fair, no? And maybe give our tracks the same range and cooldown as a Hunter's? Because right now, it's double the cooldown and about 2/3 the range against stealthed targets.
    Hobbits . . .
    Now them's good eatin'!
