    Enhanced XP Purpose

    What is the point of these? I use one, the blue bar shows up sometimes getting me enough for next level but I don't level up, if it doesn't do that then why increase the XP amount?

    You don't actually have the xp yet, so you don't level up. I think you get additional xp for every kill you get xp for,
    don't know how much exactly - 25% plus? The blue bar shows how much bonus xp there are left. Are you a vip player?
    Then these are your rest xp you get when you are not logged in. If not vip you can get the xp bonus by buying
    an xp bonus item in the lotro shop and using it from your inventory.

    it's a supply of bonus-XP.
    Every time you defeat an enemy you will get your normal XP
    AND the same amount from the bonus-XP pool, effectively
    doubling the amount of XP you get from a defeated opponent.
    I't NOT just a chunk of free XP, just a "two for the price of one".

    So if I read this right, the blue bar measures how much bonus you can get but do not have yet. The yellow bar is your actual XP that goes up faster for mob kills during the time it lasts. Correct?

    Think of it this way. The yellow bar is the XP you've earned so far towards the next level. The blue bar is the amount of bonus xp you have remaining. As you kill monsters, you get their normal xp, plus a chunk of the blue bar is added as well, reducing the length of the remaining blue bar.
    Also, quest xp does not get doubled, only monster kills. So that blue bar can stretch a bit more than it looks, getting pushed into the next level as well, if you do a lot of quest turn ins.
