I'm being asked for a wealth of personal information including my address and my phone number. This is a digital purchase, what do you need my address for? Also, I don't give out my phone number. All of this information is marked as "required" for me to make my purchase.
How do I get around this?
I tried contacting customer support, but they want all that information, just to file a ticket. Thus, I ask here.

It is because you are buying the expansion from Digital River (the company that Turbine hired to run their web store). To buy anything from Digital River, you must have a Digital River account. In order to get a Digital River account, Digital River requires all this information from you.
One option is to wait until after live launch. Buy the expansion in the Lotro Store with Turbine Points after Turbine puts the expansion on the shelf. Another option to get a friend that has a Digital River account to buy the expansion and give you the key.
Did you buy the Rise of Isengard preorder? Or the ROI expansion after launch with dollars? You went this route, you should already have a Digital River account.
When I went to buy the ROI preorder, I looked up my Digital River account in my book of accounts and passwords. I had a Digital River account for years.
Interesting aspect of Turbine is that Turbine does not sell anything other than subscription plans. You buy from the web store - You buy from Digital River. You buy from the Turbine Store - you are buying from PlaySpan, Boku, PaybyCash ... You can buy stuff from companies like Amazon or GameStop.

Any reputable online retailer will ask this information to help cut down on credit card theft and fraud.
Address verification on payment methods is a cornerstone of fraud protection for online purchases (yes, I work in e-commerce). It helps protect both the seller and the actual holder of the payment method (who may or may not be the buyer, which is part of the point of fraud protection).
