can someone please tell me if hunters can be moving on their mounts and use swift bow for example? are their inductions interrupted? and is mounted combat for free players too? and this is off topic but how do i add my character's picture and level etc. to the bottoms of my posts?
We dont know exactly how induction classes and skills will work, but I'd guess that all skills when modified to mounted combat will have no induction.....rest we'll only see once we can actually try it out....
About your question about signatures, on the top right corner of the screen, go to My Preferences -> My Forum Settings
There on the left side panel, there is an option to Edit Signature....follow steps from there

In real-world history, the Parthians were both horsemen and archers. They would gallop toward the enemy till they were well within bowshot range, and then turn their horses and just let them run away (which the horses were only too willing to do), while the hunter turned in his saddle and shot arrow after arrow till he got out of range. Rinse and repeat.
It was very effective.
Thus, "a Parthian shot" is now used metaphorically to describe an insult tossed over one's shoulder as one walks away.

The "parting shot" is of vital importance to any wits armoury!
I am sure most skills are going to have an induction time that will not be effected by moving. The induction will still have set backs and interruptions based on being attacked and hit just like now.
I do not expect a lot of new skills with no inductions. That would make the game into a twitch game which they have stated they are trying to make sure does not happen.

War-Steeds are only War-Steeds in Rohan. So, you can use one in the Barrow-Downs but there won't be any mounted combat involved.
And yes, f2p get limited access to the mounted combat system.
