The Anduin Examplar's Bauble is a quest reward from a quest in the Wailing Hills. The quest Finding Melendor which rewards this item is near the end of a long quest chain that starts with Lanbert at The Cuthstan in the Wailing Hills.
All the Baubles are quest rewards for quests which are half way or futher through long quest chains.
Note that I double checked Wraithlord's answer by typing anduin exemplar's bauble into google and clicking the first link.
Unfortunately, in order to complete the quest that gives the Exemplar's Bauble, you will actually have to go through some prerequisites. I believe that you'll need to do: all available Stangard quests, then all available quests from the southern Wailing Hills camp, then more Stangard quests, then all the quests from the northern Wailing Hills camp, then the short quest chain you really care about from the NPCs further north in the spider area (which is where you get this item). On the plus side, I believe you can skip the Thinglad quests.
If this doesn't sound especially exciting, you also have the option of bartering for the bauble from one of the reputation barter guys in Stangard. However, getting the appropriate number of barter items may or may not take less time than doing the above list of quests.
