I decided to go VIP for 1 month to get most of the benefits... and now the quest packs are on sale 50% off. I'd like to at least buy evendim so I can do those quests on all my characters, but I'm not seeing them in the store. I'm guessing it's because I'm VIP and currently have free access to those areas, but I'd like to purchase those quest packs for when I no longer have VIP....
For every careful buyer like you, there are five buffoons who would buy QPs with TP despite having a lifetime account, and then raise holy hell because Turbine allowed them to buy something they can't use. Thus far, Turbine have maintained the policy that preventing buffoonery is worth more than enabling smart cookies.

Why not then provide a "warning message: you already have access to this content" when purchasing the item. That would allow anyone to buy the content, and a warning if you already have access to it.
