How does Hunter skill "Beneath Notice" work (it doesn't work for me!)
Mobs still attack me when I use BN, even though I don't attack them. I have also tried Stance: Endurance as I read that this is supposed to help (though probably only in combat) but it makes no difference. I feel like Eric Cartman in that South Park episode when he tries to sneak past all the adults butt-naked but they see him.

You use this skill when you are in a Fellowship and have taken aggro from the tank. It is useless when solo, and does nothing to prevent you from getting aggro when solo.
Has mentioned it work fine in fellowship, if you stop attacking the target and someone else generate treat. It's completely useless in solo, since you are the only treat.
Even the smallest person can change the course of the future!
Like everyone else has said, it's a useful skill, but only in a fellowship.
However, note that it doesn't actually lower your threat, only your "perceived threat". This means that if nobody actively tries to gain more threat, or if you keep attacking with your strongest attacks, once the duration is up you'll probably get aggro back. It's basically a temporary threat reducer. A good tank will be able to use that duration to pick the aggro up from you, but if they don't you'll still be top of the threat table.
