Now I have seen RoR Pre-purchase option and I wonder what i would get if i paid for that on top of what I will get anyhow?
Specially on the page with the comparisons of the 3 packages ( http://rohan.lotro.com/pre-order.html) they are listing several features on top of the turbine points such as a 6th inventory bag, diverse armour, skills for the horse etc that are in the package - will I get those anyhow? If not, which?
Also, are any of the pre-purchase items available BEFORE the RoR goes live (such as the 6th inventory)? Since the page is saying "Will get you started on your ride to rohan TODAY" I wonder if any of the items will be available immediately.

You need to buy the expansion to have access to the instances and quest, no matter you are a lifer or not. With money or turbine points, your choice.

I have not found a way to buy this with turbine points. Any hint how to get that? I searched for "Rohan" in the shop.
On launch day, you will be able to buy the Rohan QUESTS (helpfully labeled "Expansion Quests") with TP. You will NOT be able to buy the full Rohan Expansion until months afterwards when they release the instances. CAVEAT EMPTOR.

Crystal of Rememberance - Pre-purchase Item only I would imagine. But may be a store item at some future point
XP Stone - Pre Purchase ONLY as with the Dreudths Stone
2000 Turbine Points - Pre Purchase ONLY
Horse Session Play Quests - Pre Purchase Early Access
Cosmetic Armours/Cloaks - Pre Purchase ONLY
New Mount - Pre Purchase ONLY, but may be in store at a future time

The actual main content of the Expac will be available once RoR goes Live.
Pre Purchasing the RoR expac also improves your chances of being invited to the early access Bullroarer Testing when it is ready. Usually 1 or 2 weeks prior to Launch

Without purchase of the Expansion (any level) you will not get the Quests available in the region. There may be certain Instances made available independent of the "Quest Pack" content, but as with earlier expansions, they are likely to be insignificant. i.e. not "big names that everybody wants to play."
As it appears now, the primary "feature" which you will get for Free as a Lifetime subscriber will be the Mounted Combat structure.
Today, it is undefined if that structure includes all three "trait lines" or only one, and what other aspects of Mounted Combat will be similarly structured, i.e. restricted (Armour, Appearence). Will those "lines" be un-lockable with Turbine Points -- probably. However, as with "Soldier on Landscape" they are likely to be time limited. (Buy tokens for 1 hour of use.)
As to when various items will be available in the LOTRO Store -- hard to say. It is not probable that you will be able to obtain a quest pack for RoR via TP for 3 to 6 months after release. To make it available immediately would completely devalue the pre-purchase, and guarantee that no one would pre-purchase any future expansion... especially if purchase involved a "reasonable number" of Turbine Points. This is simple marketing strategy. (A reasonable number = less than 500 TP X number of months between release and availability in the store -- or any store price less than 1500TP for a 3 month delay).

Yes, If you buy the Legendary pack, you get the 6th bag immediately (logout and back in). The other "goodies" arrive in your mailbox/inventory when you log back in. The Cloaks and Armour appear in "plain wrapped" Gift Boxes. And your "war-steed" will be found in your stable (Mounts panel).
All of these things are things which you can ONLY get by pre-purcase of the Legendary set.... for cash. No TP purchase available.
You also get a quest in the mail -- New Arrival in Combe -- which leads to the Deed -- Discovering the Descendent. Completing that deed grants "Favor of the Maras," a bonus for your War-steed in mounted combat. Will that deed or trait be available to non-pre-order purchasers at a later time (either via in-game quest or TP purchase from the store) is also unknown.
Again, it is assumed from anyone with any kind of marketing sense, that the 6th bag will NOT be available in the LOTRO Store for TP until 3 to 6 months after the release. Making it available sooner, even at an expensive price, severely reduces the benefit and value associated with the Pre-Purchase option.
BTW, the Cloaks are effectively Cosmetic only, as their "bonuses" are pretty pathetic. Any 75 (level required to wear the cloak) is already wearing a significantly better cloak. (Stupid implementation "misteak" by Turbine.)
20. How much will Riders of Rohan be in the LOTRO Store? Can I buy parts of the expansion pack separately?
Yes, you can purchase portions of the expansion separately with your Turbine Points in the LOTRO Store. These items will be released in the LOTRO Store on the same day as the expansion, September 5th. The prices are as follows:
Rohan Expansion Content: 4295 TP
Expansion Content includes the quests in the Rohan region.
Rohirrim Skinned Soldier on Landscape: 295 TP
6th Inventory Bag (Account-wide): 995 TP
Crystal of Remembrance: 995 TP
The Outriders Token: 495 TP
