not 100% sure, but I do know that while I was leveling a new alt the other day, when I used the free travel token, the ettenmoors option appeared it south bree for me. I was level 8 at the time.
Using the writ of special passage allows travel to the Moors. But then the friendly NPCs oneshot you (I've tried), and I'm not sure how one would get past that.

Same thing happened on vilya today, 2 level 8s came and went up the high rock near lugz rez, while a freep grp was protecting them and using them as baits...

Yeah I managed to take my lvl 7 Champ to the 'moors about a month ago, using the unlock travel token.
Unfortunately, i got 1-shotted by the Freep NPCS in GV haha

The 2 level 8s went up the high rock, on the road to lugz rez from lugz x roads, and about 8-10 freeps waited with sticky gourd, 2 wargs tried to get up there, died, a ba tried, he got 1 kill i think then died lol

Not how I've ever done it. The guards don't instantly shoot you, you have enough time to mount your free whistle horse and make it to the safe path to Ost, then you just drop down from the path. Avoiding all NPC's and I mean all, the eagles, the bears, any freep guard, they'll all try to kill you, with a large aggro area.

Agreed. I tried this on my captain. For some reason, every mob has 3x the aggro range they normally have.
Isn't that WaI though, with "under level" characters for a level? The Mobs and Aren't-YOUR-Friend Friendlies will agro on you at much longer range and more or less have you as a light snack.

I'd do this a LOT but the annoying part is you get returned to your home port NO MATTER WHAT, even if someone uses a res skill on you and you accept it. (lol at the guy who says he got ressed)
Easy thing I did to mitigate this was to set my port to South Bree gate to be close to a Swift Travel to the Moors.
Still, Getting killed in 1 hit and having to run all the way back while being chased by every single NPC in the Moors was not very fun so I gave up after a few deaths.
Nah, not even close. I remember on Arkenstone there was a rank 4 Burg that was like level 10 and this was 5 years ago. I got a warden to rank 1 on Ridder at level 10, just by throwing toothpicks alongside the zerg. Now there is no to hit penalty because of level vs creeps like there is with NPC's, if you can live long enough to gold tag it's not hard to rank a lowbie.

Well, you don't just simply walk through those npc's. It is still easy however, me and someone else helped a lvl 39 (it's also possible with lower levels ofc) in the moors.
the low level needs to put his milestone skill close to a stableguy, EG south bree.
He needs then to group up with a few lvl 75, preferably support/healing, guard would probably work best with shield wall. Our lvl 39 used his token, got swift travel to ettenmoors, and when he was there he immediatly got attacked, our cappy managed to get a heal off though, and thereby aggroing all npc's, the lvl 39 died, and came back as fast as possible, mounted up, and because all the npc's had aggroed on us she could make it to the edge of gv and jump off.
The problem with this is that when she died, she would get transported back to her milestone. We managed to make it as far as grams, and got her some infamy before she died and we didn't want to try it again
This was a lvl 39, so she could have waited another level and just go in the moors, but we wanted to try it out

Level 8 is fine. Honestly the moors should be an optional, and possibly random starter area for newly rolled freeps. So instead of starting in bree, bam your at lugs.
