I try to make my guardian better and better, so I revisited my stats. I spent many time for increase my block and parry and income healing rating against the pure morale (that is also not bad, unbuffed ~17K). Now I try to climb up a bit in my morale line without lose my protection. So I getting thinking about the partial block, that is 55% actually but only ~8% chance. What you thinking about this stat, how important? This is partial, and the chance is soo low (I have 23%+ chance to block).

If you can get your block chance to 25%, you should... but once that's the case, I wouldn't bother with one iota more block to try to improve partial block. partial block is good, but not THAT good.
Keep in mind, that article has an incorrect value higher up in the article. It says that Block, Parry, and Evade cap at 15% which is WRONG... since RoI they all cap at 25%. Partial Avoidances still cap at 10%.
