Back in the old days, rare bosses of LoTRO had some meaning, they were the main source of special crafting items and targets of class quests. Now, they're basically just another mob on the field, lost their meaning and purpose (a simple craft-crit item that has no worth).
I think it would be cool to give these rare named bosses a new meaning. There should be a large and long meta deed about hunting these rares down. A long list of these bosses from each region (every boss existing) with a nice title and perhaps a special mount as a reward for killing all of them. Or it could be a multi-level deed with various goals and rewards, the point is that it should make those rare bosses useful again. Also, such thing would greatly increase the joy of exploration for everyone.
Another idea: hp of all rare bosses should be increase so they become non-soloable on similar level-range. There could be a new type of NPC (hunting vendors) in each region who would sell items players could purchase from ingame money. These items would give the option to players to kill these bosses solo (for example, a special trap or damage-reducing buff from a special weapon-coating). However, when one of these debuffs are applied to one of these bosses, it wouldn't give any special loot beside the deed itself. Killing it without the buff, be it in solo or in group, it would drop high-ranked items.
