I plan on creating a Minstrel as I'm actually pretty intrigued by the class, and will be choosing the Dwarven race. As I associate the drum with Dwarven music, I'd really like to be able to use that over a lute/flute, mainly in damaging enemies, although if I could use drums to heal, that would be great.

Yes. They can. A short while back many new instruments got introduced and you can pretty much use any you prefer now as most have only small differences in them. I have a lvl 75 mini and have always used the drum for her for battle and since the change to the instruments I also use it for heals. You should be fine.

I know that you are only the deliverer of this good news, not the designer of said feature, but I LOVE YOU!
Unfortunately (and someone correct me if I am wrong) but I think only the high level 75 instruments that were introduced with RoI got the multi-output recipes so you can use any instrument to any effect you like.
The lower level ones are still shoehorned into roles. So drums and bagpipes are damage, healing are like, harp(?) and others.
Curiously, the evolution of the internet seems inversely proportional to the evolution of man.
You can heal and dps in harmony stance,heals are not a large but for small group action it will heal 6 and dps 6 mobs(will break cc if app.). I have a man race mini, i feel its best choice as for incoming heal is larger and has contrabution to will stat
Just wanted to clarify what was stated here. You can utilize any instrument for any role once you hit level 70. Leading up to level 70 you are stuck into a certain role per instrument. For example drums are really only dps based until you reach level 70. Healing you will want theorbo, clarinet, harp or lute. DPS would be Drums, Bagpipes, or Cowbell.
So yes ROI is awesome in that you can use any instrument for any role. But on the downside that's not until you hit level 70 = (

But be a little carefull, i cant check until later but a while ago when i was making some lev 70 minstrel-instuments i think the drum did have common damage and the others had westerness, dwarf etc. (I think it's is only affecting Echoes of Battle but still...)

You can use any instrument (or no instrument i.e. the default lute) to do any skill at your command. Most (if not all) minstrel instruments past level 20 have some sort of effect/stat that gives an edge to a particular role.
Drums usually have a plus damage/plus threat effect. Drums would be a less effective type of instrument for pure healing in a group, but you could still use it though.
All instruments beyond the basic no-stat/no-effect ones, have some sort of effect modifier. Choose the instrument that best suits your role. There is some room for variation, since you might not like the sound of a particular instrument. I use a cowbell for damage (talk about an annoying sound!), but you could bang a drum or squawk on bagpipes if you wanted the damage edge.
