    Press K

    Click on mount tab

Edit: You can also get there by going to your character sheet, then skills, then mount tab. You can drag the horse into a quickslot space for easier access.

Horses/mounts are "skills" (don't ask me why). Open your Character sheet (c), then click on the "skills" tab at bottom*, then choose "mounts" tab at top. It will be in there. Drag/drop it to your hotbar so you have quick access.

(*or, as Uni mentioned, just hit "k", which is a shortcut to bring up "skills")

Because they originally were items, and took up space in your backpack or vault. Then Turbine did a service to us all and turned them into skills, and horse collectors found themselves with tons of freed-up space.
