Depends on how profane you're being. Excessive profanity isn't tolerated, IIRC. Extremely vulgar profanity also isn't allowed, I don't think. If you're on an RP server, profanity may be greatly frowned upon (not sure though, I don't play on an RP server).
The profanity filter is optional, but there are some things people don't want to see if they have it disabled as there are some things that can be said without overdoing the profanity.
The fact there's a profanity filter has no direct relation as to whether or not profanity is reportable.
If the Terms of Service of the game prohibit profanity, then you can be reported for cursing.
And as mentioned, the profanity filter is there for people to insure they avoid any profanity...period. I personally leave mine off, because when I'm grouped with people I know, or chatting 1on1, I'm ok with an occasional curse, provided it's not vulgar, racist, etc. However, I will also consider reporting someone who's using excessive or extremely off-putting profanity (and no, there's no "it slipped out" when you have to type and submit your profanity).
So the filter is there to protect those who want to see no profanity, but it does not give you permission to curse either.
If you search the forums of any other MMO with a similar policy and a profanity filter, you'll find you're not alone in asking this question, and will also find responses similar to mine.

Because the use of profanity is against the code of conduct, regardless of whether or not there is a profanity filter in the game. The profanity filter is there for people who don't want to see it when people like you break the code of conduct.
On Evernight we even have a case of someone being banned
for 3 days for saying: @#$%...

Did you read the the CoC/Eula that you agreed to when you log into the game? You keep violating that which you agreed to so you keep getting in trouble.
Sapience has said countless times that.............well I'll just throw in the quotes instead of paraphrasing

I can see where they might consider that as trying to circumvent the filter, which is a no no.......it's a stretch but it's possible.

The profanity filter is worthless. All it does is convert a profane word or sequence of letter inside a larger word to garbage. I know what curse word you typed because I have all the surrounding words.
A better filter would be a tell surpresser. You type a chat line with a restricted word in it. The entire chat line is thrown away. It is not sent. Instead you get something - Like this:
"Your message contains the offensive word xyz. Message not sent. Your ability to send chat messages has been revoked for five minutes. Plus 1 to your abuse count."

I'm not too keen on that as typos do happen, and some words are composed of swear words. I don't chat much, but if this chat filter is like other chat filters then I don't want to get an infraction for typing "&&&&ake" and having to deal with the Scunthorpe Problem.

The TOS prohibits the USE of profanity. The fact that there are filters is irrelevant. The use of profanity is prohibited. This means if you type it, you're wrong. Period. Every time.
I would suggest you simply stop using profanity in violation of the guidelines and enjoy the game.
