Slightly disappointing that my L70 character wun a Loot-Box in the Lottery of Rhovanion that had a maximum level of 69.
When including level limited items, that may not be usable by the recipient, I think it makes it more sense for them to be over- rather than under-level. That way the character has the ability to use them later, rather than never.
