I'm not a guardian but I would recommend asking this question in the Guardian forum. Good luck!

Summon tinker you can only use at certain campfires. Some of the other skills you listed require a shield equipped. Do you have a shield, or are you using a 2-hander?

Most of the skill you listed are reactives, meaning you need to be in Overpower stance (2-hand weapon) to use overwhelm and this skill is working after a parry response. Bash and shield are used after a block response (shield+one-hand weapon) meaning in shield stance.

No need to be in Overpower stance for overwhelm. You can parry attacks while you have shield equipped too.

Many of the Guardian skills work in 'chains': one event has to trigger the next. Try this: get into a battle with an NPC, and wait for your Guardian to parry an attack (you'll see a 'Parried' bit of text rising over your head, and also hear a chime). This will cause one of your greyed-out skills (Retaliation) to become active. Within the next three seconds, hit 'Retaliation' next. This is just a little attack, but it continues the chain and opens up 'Overwhelm' for you to use. That's the 'parry' chain of attacks, and you'll get more attacks in that chain later on.

There's also a 'block' chain of attacks, which works in a similar fashion.

I'm a 35 guard and summon tinker can only be used at a certain campfire. Some campfires can only be used by hunters.

Actually the tinker can only be used at campSITES. By in large these are found near the world entrances to instances. This makes the skill virtually useless.

I haven't checked skirmish use, that could be interesting, but by and large the persistent world campsites that allow use of this skill were designed to be near instances prior to the instance panel being introduced. It made a lot more sense when you couldn't just chill in a town and hop into an instance.

Just saying, but tooltips are there for a reason... why not just read them, OP?
