So I have the quest to get a house in Bree, but apparently all the neighborhoods are completely full? They're only offering Kinship housing. I've refreshed several times and even searched just small houses. Both small houses and deluxe houses are listed as 0s, and kinship houses for each neighborhood is either 1 or 2 available.
Am I doing something wrong, or is there a finite number of homes available in an area, and I'm just out of luck?
Reread your quest. There are quest to talk to the housing agents and a few that send you into the neighborhood to talk to a guy there, but there are no quest that require you to buy a house.

The theory was that new housing neighborhoods would spawn whenever an area ran out of houses, and that worked for a long time, but it works only up until an upper limit is reached, and Brandywine has hit that limit. (Apparently even after Turbine raised the limit, it didn't take long before Brandy hit the new higher limit as well.) I'm not certain whether any of the other high-population servers have run into the same problem or not, but if they haven't yet, they will eventually. And eventually, it will spread to the other housing areas as well, though it hit the Bree-land housing first, which is apparently the most popular*.
The problem stems from the fact that, once somebody buys a house, it's theirs indefinitely, even if they leave the game. Turbine doesn't know whether they've left for good or are simply taking an extended break, so everything their characters have is kept — including their house location. But the servers can only support a certain number of housing instances and once all the houses are taken in all the instances that the servers can support, we run out and nobody new can buy a house. There's a long-running thread in the Suggestions forum asking Turbine to Foreclose on housing in order to fix this problem, but Turbine has yet to do so.
* I'm not quite sure why Bree-land seems to be the most popular housing area. Thorin's Gate has the most conveniently located housing. Falathlorn has the prettiest housing area. And the Shire is just so evocative of Lord of the Rings lore that there's an undeniable charm to having a home there. Yet Bree, which has none of those advantages, is the one that the most people go for. Perhaps it's a timing issue. There's a brief period while running quests in the western edge of the Lone-lands that the Bree housing area is conveniently located, and that's about the level at which players start looking for a house. But you'll only be questing in that corner of LL for a few levels. Check out the other housing areas for a home you'll be happy with for a longer time.
