Yes more morale is always a good plan for the moors. I still need to rework my LI's for more morale, but I do have 2 tier 8 relics that give a nice boost (forget the exact amount). The best moors RK's on Landroval seem to have around 7-8k morale.
2x Setting of Endings, best ones you can afford.
2x Adamant Gem of Dreams.
Relic is the hardest part, I'd recommend True Rune of Two Trees or the -attack duration one.
All the above assuming you're playing storm-line in the moors.
