The pick basically is choosing between 250 raw morale or going with 260-ish B/P/E, right?
Raw morale adds to your maximum morale. This is all it does, all it'll ever do. High morale comes in handy when tanking big bad raidbosses in orthanc, although having 2000+ vitality usually gets you a long way towards reaching 20k buffed morale, more than enough for any encounter currently in the game.
BPE however adds to your survivability, and to a lesser degree helps you with getting more parry and block responses, meaning more threat.
If you feel your morale is too low, go with continuance, but it's a pretty big loss in overall survivability so I'd suggest only using them if your morale pool is very low (below 12k unbuffed would qualify as 'very low' I'd say ) and replace them once your morale gets up a bit. Healers love big morale pools, but they love morale pools that barely get drained even more!
Actually go for Extraordinary Setting of Stability. The difference in stats between that one and the Great River one is not worth the difference in shards cost.
went for true setting of continuance because it had two tanking stats, and nothing wasted.
the item wear on the great river setting is basically worthless imo. I don't mind repair costs. If it were just 292 bpe vs. the incoming healing, or vs the morale, i'd take the bpe. But since it's 250 morale AND incoming healing, I think it's better than the bpe numbers. Yeah you'll take more damage. You'll also get healed more.
