Remove maps for creeps.
Disable mounts for freeps.
Disable all movement speed buffs from ALL skills.
Give EVERY class creep and freep a slow that gives -25% run speed. Make that skill called "Engage"; 20m range FOR ALL CLASSES; 10s duration w/ 10s CD; and maybe give it a 1-1.5s animation to slightly penalize people who use it.
Keep broken legs from falling.
Create another passage out of GV & Grams.
This will allow maximum PvP in a PvP zone.
No more sprinting/horsing/mapping away from a fight that you are starting to lose.
No more craids mapping across the map to take a keep that the freeps rode their speedy horses over to take while the craid was looking for a fight.
This will also make the moors seem a lot bigger since it will take more time to move about.
Maybe we will see more fights away from stab since it will take longer to get to.
Maybe this is a bad idea. Maybe it's the best idea.

This is one of the worst suggestions I've ever read. By no means the worst, but definitely in the top 5.
You can't map or ride out of a fight. And sprinting is only for wargs.
I *think* the OPs idea is that all fights in the Ettenmoors should be to the finish, whether you want to or not. Kind of like the traditions of John Paul Jones and of the captain and crew of the USS Cumberland.
It is an idea, but not one that solves the main problems of PvP. The best example being the items available in the store; how can you get more pay-to-win than that? Remove items from the store, and make rating an optional display in the war panel, and then few will ever run from a fight again.
Then people that want to run in the middle of a fight will just.... LOG OFF :P
Chickens will find a way to chicken out no matter what. Also you forgot the HIPS type of skills, play dead, last stand, freep porting, desperate flight...you name it. There are numerous ways to avoid battles.
Also imagine a fight on your rules. Say map is blue, fights at LC. Creeps have to WALK back to LC after they are dead. Or another scenario. Creeps and freeps playing cat and mouse. And they keep playing cat and mouse because by the time the say...creep group arrives at the place where their warg scout there were freeps freeps are gone, moving. and since no part moves faster then other they will be able to just go in circles.
So not a very good idea though the intention of it was good and noble.
PS: it will make the map seem bigger ===> less fighting overall.

you never seen a champ or guard sprint for 30 secs rinfornt of you when you're in combat and if you're chasing it form OC to West TA you'r on wtab when he gets to the gate.....
Wars are not fought by standing in lines pew-pewing at each other until the other side is completely anihilated.
People retreat when the fight is lost, for what is the point of fighting a battle that you can not possibly win? If I see a craid running towards me while solo, you can be damn straight that I'm turning my horse around and running in the other direction. Retreating has always been considered a viable strategy.
Hence the expression: Live to fight another day.
