If I purchased Rise of Isengard as a VIP, and my VIP status has lapsed, why am I being told that I need to purchase "Estelein content"?. I thought that purchasing Rise of Isengard gave me all the lower lvl content also.
the 2 lower level packs which are available for RoI only contain quests in isengard, gap of rohan(?) and dunland
only the RoI legendary pack gives extra quest packs for Trollshaws, Eregion, Lothlórien and Moria and Mirkwood only.
none of the expansions give you access to all the lower level areas but RoI legendary gives you the most quest packs
edit: it appears the riders of rohan heroic edition is the one to buy if you want quests in Evendim, moria and lothlorien

While you are VIP, you are renting all the non-expansion content. I don't know which version of Isenguard you bought; Isenguard is an expansion and everyone must buy it if you want any non-Epic content.
When your VIP time lapsed, you lost access to all the non-expansion quest packs you were renting. Esteldin is a town in the North Downs, a non-expansion zone. If you want to do non-epic quests there, you need to use Turbine Points (TPs) to purchase it, or re-subscribe and become VIP again.
