Hi guys. I recently hit the lvl 40 and i have a problem on my actual zone.
I hit the lvl 35 one month ago, and as a free player, i wanted to skip evendim and go straight to Forochel or misty mountains, so i could easily buy Moria freely after then.
I hesitated a long time between the two zones, and finally decided myself for Forochel, because it had more quests, and seemed the most beautiful area between the two.
The info on the questpacks was saying about the same thing : lvl 39/38 to lvl 50/52. After over one month of slow levelling, with only tasks in trollshaw and in misty mountains for the last 2 levels, i was happy tonight to go in Forochel, and begin the questpack, supposedly starting at 39.
I arrived in Forochel, and saw only lvl 44/45 monsters. I thought it was maybe only the zone, but i cant find any lvl 40 or even 42 monster in the zone.
So i dont get it. Turbine claims the zone is from lvl 39 to 52, and the monsters are lvl 44 minimum? In Misty Mountains, the monster lvl is starting at 39, and the questpack is indicated for about the same lvls.
Now i lost a lot of Turbine points, and i have to grind 4 more levels in tasks and skirmishes (about one or two months, im a casual player)...
No more complaining, here is my true question : can we get refunded of Turbine Points? There is obviously an error in the description of the zone (or this would be completely stupid : saying you can start a zone at lvl 39 while setting 5 lvl beyond monsters, that you can't touch and struggle to kill?), and i wish i could go to Misty Mountains in the place of Forochel. Can i ask a moderator or a game master to fix this?
I don't remember Turbine ever refunding TP for anything you already bought.
That said, the description for Forochel quest pack in the Store is incorrect and has been that was since F2P switch. I have no idea what it'll take them to fix it.
The only ones that might possibly be able to do anything for you is Account Management. You could either file a ticket from the website or call them. However, technically you can get quests at level 39, although you would probably need to group up in order to do them at that level (something I wouldn't recommend for most players). Just because you can pick up a quest 5 levels higher doesn't mean you should.

Are you all caught up on your Epic quests? That can get you a level or two.
You can also skirmish for a bit to get up to level 40, which is about as young as I'd be to try starting Forochel.
I agree, Skirmishing will help bridge that gap, as well as the Epic line.
Also, you might be able to do those Forochel quests if you got a few friends together in a fellowship (even though they are solo quests). Maybe someone in your kin can help you out.
Edit: oops looks like I just repeated what other people said must be bedtime
