Hello ,I once was a regular LOTRO player, back to the payment days, and now that I have more free time I want to start anew, with a free-to-play account. My questions are as followed:
1) Which servers have the least active people, at this time :P ?
2) What has changed since the payment time,
3) How much can I play as a free player, meaning: will I be able to reach the outward areas like Moria and the new expansions, or level> than 35 without paying for anything? Or will I have to pay eventually to go to new areas?

not too sure on that one but you could try searching for threads asking for server mergers...but imho even those servers are not as low populated as the posters would have you believe, in my experience people dont tend to be as chatty on since the EU>US server move

not too sure on the timelines here but we now have isengard, dunland, mirkwood, enedwaith and just recently the great river
if your planning on returing as a free player your account should be premium with the benefits that entails see this thread, if you last played before f2p im not 100% how that would effect you but afaik you must have logged on as ViP player during f2p to get all the premium benefits im not sure you will get them all if you last played before f2p Answers to Your Questions

as a free player who does not own any expansions you will only have access to quests in the starter countrys (shire, eried luin, thorins, bree land\town and lonelands) where more or less everything remains as it was before f2p and you can complete deeds to earn TP so you can buy more quest packs etc
if you previously purchased any quest packs or expansions you will retain access to those quests.
you can vist all areas in lotro and kill mobs, collect resources, complete daily tasks if you meet the level requirements
in the end you may want to resume your subscription for which you will get all quests upto the walls of moria, enedwaith, lothlorien and the great river or purchase the quest packs from the store but everybody needs to purchase expansion content
