I recently heard that you can have cosmetics for your war horse from the horses you have bought from the store such as the steed of the guardian. Will I have a cosmetic even though I have won the steed of the guardian from the lottery? Or not?

If you have purchased certain mounts via the LOTRO Store, you will receive a War-steed cosmetic variant that will allow you to further customize your War-steed. This includes the various class mounts and the Steed of Night.
I think the question is if he will get the cosmetic since he won the steed in the lotto, instead of buying it.
I guess is not how you acquired the steed, just that you have a steed that has a cosmetic that can be applied to the war-steed. So I guess all players with class steeds or the steeds you get from the store will receive a cosmetic, even if they won the steed in any other way instead of buying it.
If you look at the horses pic at the top lefthand corner on this page for example, you will note the front horse is wearing armour similar to Steed of Night(?). That is what I expect we can look forward to.
