Since it was giving away a Key (at least for the tiers I saw), I suspect there were a very low number of winners being drawn for this one.
Each lottery can be assigned a number of winners per server when it's created. I'm not sure if that's a hard number, or if it could also be a percentage of server population for larger ones.

100 characters is impressive (how many of them do you play regularly? just curious), but it is still possible for none of them to win in a lottery. Especially if there was a key as noted above, it may have pushed the number of entries higher than normal.
My hunter won the lottery of the depths. I only have 7 toons on 1 account, but I do win periodically, even when I enter all 7 toons for each. Luck of the draw!

From what I've heard about lotteries, it's usually (always?) a set number. And the same number of winners for each server.
Work like no one is watching, dance like you don't need the money...
It's called the rng, learn to go with the flow or it will drive you insane.
Saw someone complaining about loot box drops the other day. I had seen 2 since I came back about 6 months ago, got 4 on one toon last week, 3 of which he got on the same day. All in the Barrow Downs, 3 had junk 1 had a horse and a cloak I like.
This stuff used to drive me nuts. But whatever, I'm here to have fun and stressing over drops(ingame lotto) is not fun.
My LM won on the last lottery (Lottery of the Depths).
I have 9 characters that I enter all on Arkenstone and usually win one of the lotteries with one of them.
Strangely it's often the character I focus on for the week.
So maybe it's just bad luck or the server or something.
The last one was different though instead of the usual Medallions/Marks it was Mathoms and Tomes.
I play every lotto - used to win a few times a month and now have not won any of the big ones in 3 months. Even in spring festival only won 3 times (though wracked up a bunch of Anniversary medallions). Just luck of the draw - or maybe I did something to anger Turbine bwah hah hah hah - conspiracy theories abound.

The number of winners per lottery is a fixed number. It's the same number across all servers. It was not broken, but it seems the random number generator didn't like you this time around.
Also, if your 100 characters are spread out across different servers and level bands, keep in mind each level band and each server is a unique lottery.

I find it incredibly difficult to believe you could be playing 'over 100 toons on 5 accounts' so therefore I can come to no other conclusion that you are trying to exploit your chances at winning lotteries. Nice going, way to screw people who only enter characters who will actually use the winnings, as if we ever have a chance thanks to this sort of exploitation.

If they are playing over 100 toons, manstan may have it right in the post above, but hey, if they can manage that, go for it.
If they are, however, just trying to exploit the lottery system, then I'll settle with being amused that they have to believe not winning means the system is broken.
Either way, worrying about what they do just takes the fun of the game away from us. We'll still have our chance at winning while we play the game normally and they'll still have to periodically log in over 100 toons to keep them active in the system. I like our way better.
