Erm, well if you take the time to look carefully you will find that all 3 tactical classes (LM, RK, Minstrel) tend to have huge power pools (around 7k+ unbuffed at level 75) because their skills are very power consuming. So, no, minstrels don't really use mor power (unless also contributing to dps which is easier than RK because of attunement) but different players build themselves slightly different. Some stack more fate than will , others stack will higher, and others have lower will fate and vitality that is pretty much balanced
