Was on my hunter in the moors over the weekend. Checked to insure i had swapped enough stuff around to get a 20% finesse rating, my agillity is right around 1800 as a hunter. Came across a number of baddies that had three pots/skills/whatever , each of which was 2.8k+evade rating. I wasnt worried, the finesse reduction should take care of that, but it didnt. On those type of baddies, i averaged 80% miss rate and needless to say i died alot.
First there are 3 creep consumable buffs: +2.4k evade, +2.4k resistance, +1.2k armor. Creeps can only have one of each up at a time.
Second you say your "miss" rate was 80%. If you are actually talking only about "miss" and not miss plus block, parry, and evade, then you have something seriously wrong. There are a few miss rate debuffs but the only one I can think of is +20% miss rate and that's a reaver skill (I think defiler flies add a small +5% ranged miss rate or something). Besides finesse does nothing for "miss".
I'm assuming you're lumping block, parry, evade, and miss into one category and based on an 80% bpe rate, I'm guessing you're trying to hit a Blackarrow who is using their Moving Target skill which gives +75% evade change against ranged attacks for 30 seconds. So...yeah don't try to fight a BA with MT up. I'm sure hunters can give you better tips.

Creeps: r10 Reaver, r8 WL, r8 Defiler, r8 Warg, r7 Spider, r6 BA
To the OP, finesse has no correlation to miss chance. I don't if you are saying you actually missed your attacks, or they were bped; Maybe you're using the wrong terminology, perhaps?
Well, if the creeps did bpe you that much, here's what the following scenarios prolly were that you described:
Since you only classified them as "baddies", I'll give you the following since you described the delving pots I think.
-One of them was a BA with evade pot and MT up
-Another was a spider using catch prey on you with evade pot up
The reasons your attacks didnt land are most likely those following reasons; Your finesse and agil are more than fine, but had nothing to do with the outcome that occured, just those skills/pots are meant to make it more ridic or near impossible for you to hit them. In that case, you just roll over and die :P.

Thats pretty much it in the Moors these days. And if you do try and fight. You get seriously zerged by warg packs.

Seriously? My weaver joined 3 (eventually 5) other much higher level creeps a couple of days ago taking on a solo warden. It was the most epic fight I've been in so far - it lasted somewhere between 5 to 10 minutes for us to get him down! It actually felt as though he was simply taunting us, and that if he'd chosen to he could have simply walked away effectively unscathed.
And zerging happens. Generally, 2-5 freeps coming across one of my creeps solo take anywhere from 1-3 seconds to turn me into a grease stain on the grass.
People die in the Moors. Then get back up on your feet and do it again
LOL you are R7 and just finding out about MT.... hahahaha. <3 Bosco, well the problem is, that you simply didnt have a raid. It would appear a raid is needed to counter a couple puppies and BA's. Dont get me wrong the creeps are WAY OP at the moment. (Sarcasm) I suggest you try to roll a creep, any creep and without buying all your skills try to be a leet player and see how far you get.
On another note, most creeps know how to play effectively together. They are not selfish on kills (Not generally anyways). if you go to grams and kill one thing be prepared to get rolled by a creep group or raid. lol happens to me almost every day.
