So I have been looking at the rift outifts that are in the store now and they look AWESOME. Only question I have, can my guardian wear the Champions Rift Outfit, or can he only wear the guardian one?

You need to put the Champion Rift outfit in your wardrobe. That will make the appearance available to all the characters on your account. All restrictions like level, class and weight (light, medium or heavy) are removed.

Given Turbine's history for introducing bugs in their game software. There is no guarantee that the Lotro Store Champion output pieces are unrestricted. Therefore, I am not willing to go out on a limb and have a giggling Turbine employee saw the limb off again with me on it.
The wardrobe solution will work in all cases. I agree these items should be unrestricted.
It has Champion in the name. It is very easy to make the "Says Champion class needs Champion restrict". I see this kind of problem all the time in own development work. Somebody gets behind schedule. Works late. Gets tired. It gets a lick and promise from the testing organization.
Testing should make sure that it works OK. Testing rarely has time to check all the possible interactions. Some bugs will slip thru. Even when a mistake is caught. Each bug goes to management to see whether it must be fixed before live. A lot of bugs are going to be known and alive in the finished product.

Testing should make sure that it works OK. Testing rarely has time to check all the possible interactions. Some bugs will slip thru. Even when a mistake is caught. Each bug goes to management to see whether it must be fixed before live. A lot of bugs are going to be known and alive in the finished product.
In this case. Turbine duplicated all of the appearances to new items. Perhaps they missed one or goofed it up in some fashion. A default dye.. a dye channel flag. In general. All of these appearances are on the vendor in ceremonial versions for marks and medallions, no wardrobe required.
Wig-field is the only remaining major cosmetic appearance hold-out from the instance that is only available from running the instance, or by purchasing in the lotro store.
If it weren't of 'epic' quality, i suspect it'd be on the skirmish vendor already.
