So I searched for everything and pretty much tried everything but nothing works. Here's what I get everytime I try to run the game. What should I do? I installed net framework 1.1 but it's still not working.

Along with what Hazmat posted this can also indicate your system's connection is either using directly (via Internet Options in the control panel) or 'passing through' a proxy server that doesn't support how the game launcher connection is made or how it authenticates.
If there's no change with a .Net 1.1 and 1.1 SP1 install/reinstall I'd follow up with your ISP in regards to your connection to find out if its using a proxy server at any stage (a common example of one is a 'squid proxy' host) and if so whether or not it can be bypassed for connections to *.lotro.com and *.turbine.com as well.

After contacting support, log into your email webpage to add noreply@turbine.com and accountsupport@turbine.com to their "safe senders" list and your contacts list/address book.
Be sure to check Spam/Junk Mail folders as well since most email providers do not let external email programs or cell phones download mail flagged this way.
Thanks for the advices, but I tried everything again even with sp1 and it still can't seem to work. I did use proxy to watch some videos that aren't available in my country so could've that caused the problem? It's turned off all the time though. I'm not really good with computers, I just really want to play this game. I checked through control panel and everything but everything looks just fine. My firewall is also turned off all the time so I don't know what else to do.
if you entered the proxy in IE and disabled it in IE then this shouldnt be the problem. but if you entered the proxy in another web browser ie firefox, opera etc, check and make sure the proxy is disabled in IE as well
