SOLUTION: This typically can have a few causes, and depending on which stage it gets stuck on can help determine the cause. The "Examine" steps are when the launcher is trying to compare the files you have versus what ones are the current and determine if you need to patch. Im using windows xp sp3 and have problem when i start steam and game get X with examine game data.
If you typically use a browser other than Internet Explorer to access the Internet, make sure
that IE works properly and can reach the forums. LOTRO uses the network settings created
by IE to make its connection.
Although you downloaded the game with Steam, you don't have to launch it with Steam, you
can simply go to the folder where LOTRO is installed and double-click TurbineLauncher.exe
(or create a shortcut to that from the desktop). Just another option.
XP is not an issue here - LOTRO is a 32-bit-native game and if anything, XP is likely to give
a new user less grief in setup than Win7, particularly when it comes to .NET.
