Turbine has been working on a limited budget since SoM. I think if they thought a big expansion would be a big moneymaker and help grow the game they would have gone that route. I'm sure mediocre sales of the last expansion is making them desperate and thus they are spending less while charging more. I don't see things getting better when RoR is even less profitable.
I only bought the ROI quest pack for points and will wait for a sale of the RoR quest pack. The only way I'd spend money on LOTRO again is if they released something BIG. Otherwise I'd rather buy GW2 or try EQ2 or Rift.

Also, what's the point of adding this skill if it's going to be soooooo limited to an area, which almost inevitably is going to be so higher level - Turbine are cutting out more than a bit of the market for this by virtually limiting the mounted combat to higher levels and further areas - I have no problem with them having higher level quests there as higher players need something to look forward to and work on, but to limit the mounted combat to Rohan areas is justn so limiting for everyone else in the game!!!
And I really wish Turbine would read this and the other comment/threads - they could learn a lot and improve the experience of players and consequently, their own reputation, profit and game.
Like you, I was looking to purchase a expansion pack for that too, including quest packs. The only difference is that my first pack to purchase was RoI (in the beginning of the year), so I did good to purchase it because the legendary edition (50$) was giving 1000 TP along with some quest packs (Path of the Fellowship (Trollshaws, Eregion, Moria, Lothlórien) + Mirkwood as a bonus).. So my future is guaranteed, since I have all those packs, and with those 1000 TP I bought the Evendim Quest Pack and the Wardrobe (I could've bought another quest pack but I choose the Wardrobe). So the conclusion is: The RoI Legendary Edition worked really good to me.
But looking at this expansion and at the RoR Legendary edition, its waaaay overpriced and doesn't have the good content that the RoI one had.
A small comparison between them:
RoI Legendary PRE-PURCHASE - Expansion, Derudh's Stone (Like the Outrider's Token), 5 Quest Packs + 1000 Turbine Points + 3 Cosmetics Sets with Cloaks Along with 3 Matching Colors of Mounts and a Title for 50$ all (20$ less than RoR).
RoR Legendary PRE-PURCHASE - Expansion, Outrider's Token, 1 Cosmetic (with cloak) with 1 Mount, Rohirrim Soldier Appearance, 6th bag, Crystal of Remembrance, Exclusive Rohan Content (Horse Session Play) and a Title for 70$ all (20$ more expensive than RoI).
So, which one is better?
Only because Rohan is HUGE (blablabla) it costs more and gives less.
This expansion to me right now is only a waste of money, since I can spend less in Turbine Points and unlock quest packs for MY level and get more benefits instead of purchasing this expansion, because it will only be good to me when I'm level 75. On the other hand, is useless.. Atleast Isengard made me get a good boost even the content being 65-75.
So there's way too overpriced to give us so little things like that.
High cost, no real bonus (since the content all the F2P can venture in), no quest packs, no Turbine Points (which is the most upset), no instance cluster included (even if it's in a later update).
So, what's the reason of purchasing it? For cosmetics only and the 6th bag? We don't even know if this area will be worth it because Turbine spend more time in real life trailers than the Game trailers to show that players can trust them (48 secs teaser) and after all this exclusive rohan content is nothing.. you pay to see early a limited area (the Wold) before it launches.
C'mon, have sense in your mind.
70$ I can spend in things more worth than this expansion and yet I can save up to the half of the price.

I'm pretty ticked off with the fact that info got removed AFTER tons of people bought the game, which is illegal here in Boston (where Turbine is). False advertising is illegal all over the USA!
Another thing that annoyed me a bit was for 50$, ROI gave us an expansion, quest packs, 3 horses, TURBINE POINTS, and a bunch of other things...for 70$ ROR gives me 1 horse, a cloak, some clothes, and a bunch of garbage useless to people already at the level cap (it all says UP TO 75)! I want more for my money Turbine! I am disgusted with myself for paying for that after you removed things from the page!
I want the instance cluster BACK, I want my horse to be a +68/250, I want TURBINE POINTS, quest packs that haven't been used 100 times already!

I'm confused.
I read the pre-order offers and went 'actually, that's not worth it' and 'i'll wait till I have more information'. Did everyone just go crazy and pre-order the $70 offer without actually reading anything?
It's a bad deal, don't get it.
The $40 entry level offer looks ok. I'll pre-order that probably. Maybe in August. Cause, you know, pre-order deals last until the expansion ships.
As for 'omg turbine has gone down hill' the last 12 months have been AWESOME for free content. I'm all 'oo, new area, new skirmish, make over for moria, crystal thingy for my LI' etc. I'm much happier with the volume of new content that's come out since ROI launch than I was between Mirkwood and ROI.

I am one of the idiots that has already bought the legendary edition RoR (and what a load of rubish it is) as i thought i would get the instance cluster with it, only to find out after byuing it that i wont. well, i will not be buying any future expansions and once my current annual vip subscription runs out, i will not renew it. We have been well & truly ripped off by turbine and for me this is the last time i will let them do it. i have already started looking at some other games online and will play them more & more, while playing lotro less & less. It is a shame really cos i love this game, but i refuse to be ripped off by turbine anymore.

I too am an old LotRO player, with 3 lifetime accounts.
The last 1-1½ year I'v mainly played Rift, but when hearing about the comming RoR expansion I thought it would be natural for me to pre-purchase it.
I was really looking forward for it and, did expect to spend some more time on LotRO once more.
I have around 15.000 turbine points on each account, but was willing to spend $$ for the expansion, at least to support this great game.
Now when I read what the expansion consist of, and that there isent even instances included, etc. and the price is rather high, then I hold back on my pre-purchase. I'll just wait for it to be able to buy it for turbine points.
Now Rift has also announced that they will release an expansion, and when reading wht that expansion contain, then the LotRO expansion seems like a normal content upgrade we usually get in Rift, thats free.
Rift expansion consist of: (so you can compare the difference)
Two huge new continents (totally the world size trippels), 10 new levels, 4 new souls(like 4 new classes/sub classes), 7 new dungeons, 3 new raids, player and guild housing, huge world boss/raid encounters(80-100 man open world raid), huge indoor public dungeons(like moria, goblin town etc.), new epic story, new huge main city(span over several zones), Lots of instant adventure(aka skirmish), New play style "Join the hunt", new crafting tier, and much more.
Rift is also going to release the expansion fall 2012, and as it looks now I expect that Rift expansion will keep me entertainet for a long time.
It makes me sad to see that LotRO is turned down this road and I really hope it get back on the right track.
I remember when the MoM expansion was announcen, I was thrilled, so much new content
But RoR expansion does not bring back this thrill feeling, when reading what the expansion will and will not contain.
I really hope some more clerification in the comming times, will show me, thats it's a good idea to pre-purchase RoR.

I like playing LotRo. I returned recently after a little break and because I missed my minstrel.
I also would like to play with her in the RoR expansion... but the price is way too high (although my husband and I are both working and we have enough money for our hobbies). But we are sitting in Germany, therefore we pay in Euros. Unfortunately the haven't adjusted the prices, so 70 US-$ = 70 Euros... x__X
At least give us some TP.
About the instance cluster... well, it sucks, sorry. It even more sucks, if we need to pay again for it after purchasing RoR.
It just don't feel like an expansion at all this way. It's a quest pack, nothing more. =(
And like other people in this thread said... give us some more infos.
Trion, Blizzard, Arenanet... they all share tons of information with us. Why not you, Turbine? Really, I would like to play RoR... I (and my husband, too) would like to preorder (*winks with money*), but we want to know what we will get before we spend our euros on it.

Well, I read every single post of this thread, and it is clear to me that players are not very pleased with Turbine. While of course this one thread in itself is not indicative of the overall thoughts of the greater playerbase, there is one thing worth noting:
Not a whole lot of people supporting Turbine in this thread.
The thing is, usually when there is a thread that is negative towards Turbine or LOTRO, you will see a lot of players come into that thread to defend the company or the game. In this thread, though?... Not so much. Even those few who did stand with Turbine here still mostly said the expansion costs are too high.
