Good point. In the past, it was exceedingly difficult to get a refund directly through Digital River, because they were in essence acting only as Turbine's cash register, not as the actual seller of the service. I don't believe Digital River was authorized to give refunds directly, except in cases of fraudulent activity.
After doing a little research, however, it looks like Turbine may have built a refund mechanism into their new marketplace. Affected customers may want to give this a try and see if they're eligible for a refund:
After further investigation, this appears to be a dead end. It does not appear possible to obtain the "Letter of Destruction" required to process a refund for a service delivered digitally, such as the Riders of Rohan expansion offers.

As turbine maintains the account status and associated product tokens, wouldn't turbine be required to produce the destruction of access for the ROHAN pre-purchase content and the letter themselves?
Just ignore the LoD mumbo jumbo. Someone posted that Digital River gave them a refund.
Also, Turbine, the links are broken on your store. Follow the Refund button links and you will see it just goes in a circle. Please fix this. Thank you.
