Will one digitally per mail sent code only work with a US respectively EU account or will it be applicable to any account no matter what region it was bought in and what region the account that it will be applied on resides?

correct... there is only the turbine US version of lotro now (excluding the Russian game ) so long as your former EU account was migrated to the new global service with turbine ie you can currently logon and play lotro the code will work

if you failed to migrate your lotro account to the new global service then your not playing lotro on your old EU codemasters account anyway

So I can buy a US RoR code plus the special 5000TP offer and apply it on my EU account with both codes?

yes as stated above so long as your EU account was migrated to the new global service any codes you now purchase for RoI or the 5000tp offer will work.

if you migrated your EU account then as part of your migration you created a turbine account into which your former EU account was moved, your account is nolonger an EU account it is a turbine US account

The code only works on the Turbine account site (https://myaccount.turbine.com). It will not work on the Codemasters account site. The LOTRO servers that Codemasters was running no longer exist, so if you are able to log into the game then you are logging into Turbine's servers using a Turbine account. If the account was migrated then the characters you created on the Codemasters servers will be present on your Turbine account. If you log into the game and can see those characters on the Character Selection screen then the account was migrated.

I see. So if I shell out for the pre-order then I can get a discount on TP. Didn't they used to include TPs with expansions?

the only expansion which gave TP was RoI but for some reason known only to turbine they decided not to add the TP to RoR
