Stronger guesses:
Epic questline through Rohan is free.
Level 85 cap is free.
Quests inside Rohan are not free.
Instances inside Rohan are not free.
Weaker guess
War horse is probably not free.
Agree the prices seem too high. And the crystal in the $70 one feels pretty PTW (only available for $? Increases character Power? check).
