Finally managed to log into the game (the login servers seem a wee bit testy today). However, despite the fact that the announcement on the main page says the Store is completed with maintainence and working, it is not. When you press the Store button (on Landroval at least), it comes up with the message that the Store is unavailable.
The LOTRO store was currently down for a period of time, however it should now be available once more.
